On December 10, the Construction Industry Technological Innovation & 2018-2019 China Construction Engineering Luban Prize (National Quality Projects) awarding ceremony was grandly held in Beijing. MCC19’s MCKIP 3.5 million ton steel project, MSP Indonesia ferronickel project Phase I, Luzhou Konggang Road project, Formosa Ha Tinh Steel Corporation No.1 and No. 2 blast furnaces project were respectively awarded the 2018-2019 China Construction Engineering Luban Prize. As of the date, MCC19 has won a total of 10 China Construction Engineering Luban Prizes (National Quality Projects), including 3 for overseas projects.
Luban Prize is recognized as the highest honor for project quality across construction industry in China, which is administrated by the Ministry of Housing and Urban-Rural Development and appraised by China Construction Industry Association. Candidates are newly built projects which are completed and put into use with project quality satisfying national first-rate standards. This prize has now been recognized as a significant mark of quality projects. Hu Weishan and Peng Zhong, Deputy Chief Engineers of MCC19, and relevant persons-in-charge of Nanjing Branch, Wuhan Branch, Chengdu Construction and Luzhou Konggang Road project departments attended the ceremony and accepted the prize.
Introduction to the four prize-wining projects of MCC19 is as follows:
The MCKIP 3.5 million ton steel project is the first park project facilitated by Chinese President and Malaysian King under the active cooperation between governments, which has prominent demonstration effect in facilitating China-Malaysia bilateral economy and trade and in implementing the “Belt and Road” construction. During the construction process, MCC19 promoted and applied 28 sub-items under 9 items of the 10 new construction industry technologies of the MOHURD. The project obtained 2 provincial/ministerial methods and 19 national patent technologies with excellence rate of 98%, which has been successively awarded a number of prizes including National Scientific and Technological Progress Second Prize, Metallurgy Industry Quality Project Outcome Prize, Metallurgy Industry Excellent Survey & Design Outcome Prize, MCC New Technology Application Pilot Project and Shanghai Shen’an Cup Quality Installation Project.
During the construction process, with an aim to build quality overseas project and win Luban Prize, MCC19 exerted the technical and management advantages of “metallurgy construction national team” and scientifically improved construction processes, thus effectively solving a number of difficulties such as overall installation of unit modules. In addition, it adhered to the green construction philosophy by making maximum use of resources. The project has been put into operation for nearly two years. In this period, major technical and economic indicators outperformed design requirements featuring stable product quality and safety and reliable operation, making users feel quite satisfied.
MSP Indonesia ferronickel project Phase I effectively assured the stable supply of ferronickel for domestic stainless steel enterprises and facilitated the more rational and effective flow of nickel resource elements around the globe, creating prominent demonstration effect for the deep integration of “Belt and Road” international capacity. By adhering to the low impact development and design principle, MCC19 adopted compact RKEF new overhead short-process energy-saving technology and realized the goal of enabling smart, efficient, energy-saving and environmentally friendly production of ferronickel. It applied 17 sub-items under 7 items of the 10 new construction industry technologies of the MOHURD, obtained 2 provincial/ministerial scientific and technological outcomes, 3 provincial/ministerial methods and 20 national patents, and was awarded a number of prizes including National Metallurgy Industry Quality Project Prize, National Construction Engineering Excellent Welding, MCC New Technology Application Pilot Project, National Metallurgy Industry Excellent Survey & Design Outcome Prize and National Excellent Quality Management Team.
During the construction process, MCC19 took “construction informatization” as a control requirement and realized information sharing and efficient communication. Meanwhile, by including quality management objectives into specific quality management work, especially in the management of process quality, MCC19 implemented all factor management and whole system control by “sample guidance” to ensure refined process, fully demonstrating its craftsmanship spirit.
Formosa Ha Tinh Steel Corporation No.1 and No. 2 blast furnaces project included the construction of two 4350m3 blast furnaces. According to contract, MCC19 was responsible for the construction of all works in the red line except pile foundation project, including civil construction, materials procurement, refractory materials & brickwork, equipment onsite assembly and installation, standalone and no-load commissioning, test run and compliant launch and warranty.
During the construction process, in adherence to the principles of customization, persistence and improvement, MCC19 reshaped management systems and processes according to high requirements and high standards of the client and the blast furnace was dubbed as the most exquisite furnace in the 21st century by the owner, gaining the respect of designer, owner and all sectors of society and establishing an example for cooperation between both sides of the Taiwan Straits. The completion of the project has significantly improved the influence of MCC at abroad, making active contribution to the great “Belt and Road” Initiative.
Luzhou Konggang Road project is located in the Luzhou Port Industry Logistics Park, Longmatan District, Luzhou City, Sichuan Province, serving as a significant corridor between Luzhou Yunlong Airport and Luzhou Port. During the construction process, MCC19 promoted and applied 18 sub-items under 7 items of the 10 new construction industry technologies of the MOHURD and 15 independently developed technologies, including 9 invention patents, 6 new utility patents, 1 provincial method and 1 Panzhihua municipal scientific and technological outcome. The project has been successively awarded Sichuan Provincial Construction Engineering Tianfu Cup Prize, MCC New Technology Application Pilot Project, Sichuan Provincial User Satisfaction Construction Project, Luzhou Municipal Work Safety and Civilized Construction Standard Site, among others.
During the construction process, MCC19 realized the goal of “energy saving, land saving, water saving, material saving and environmental protection” and built a quality project featuring safe and reliable engineering structure, robust functions of the project and its supporting facilities, natural and smooth engineering line, and well-proportioned roadside vegetation landscape. After the completion of the project, it effectively improved the traffic in downtown Luzhou, raised the profile of Luzhou, facilitated the development of local society and economy and filled in the gap of Luban Prize for civil projects in Luzhou, which is affectionately named as “the most beautiful Konggang Road” by Luzhou citizens.
