I.Introduction to China 19th Metallurgical Corporation

　　China 19th Metallurgical Corporation (hereinafter referred to as “MCC19”) was founded on June 1, 1966. It is the only one large-scale comprehensive construction enterprise in China which has independently and continuously undertaken the whole-process construction of metallurgical projects under China Metallurgical Group Corporation (MCC Group), a subsidiary of China Minmetals Corporation, one of the world’s top 500 companies. MCC19 is mainly engaged in domestic and overseas large and medium-sized industrial and civil construction projects, integrating planning and design, EPC, equipment manufacturing and operation service. As an enterprise established to participate in the Third Front Movement of China, MCC19, which has been founded for more than five decades, has completed the historic mission of building the Panzhihua Iron and Steel Base entrusted by the Party and the state.

　　Nowadays, MCC19, having gone beyond mountains, beyond metallurgy and beyond national borders, has established the strategic market layout featuring “one core, two highlands, two belts and eight operating pillars” (one core refers to Sichuan and Chongqing as the core market of business operations; two highlands refers to eastern China and southern China as highlands for market development; two belts refers to being highly involved in the construction of the Yangtze River Economic Belt and the Silk Road Economic Belt under the BRI; and eight operating pillars include Qingdao, Xiong’an, Wuhan, Kunming, Lanzhou, Guangxi, Tibet and Xinjiang). Led by the EPC segment and supported by the green, intelligent and IT-based development of construction industry, MCC19 has, leveraging the industrialization of construction, developed six business systems including metallurgy, transportation, municipal works, house building, environmental protection, underground space and track engineering. Built on existing advantages of traditional engineering technology, MCC19 incorporates new business and managerial ideas, focuses on the development and application of new techniques, processes, materials and manufacturing methods, develops full life-cycle service capabilities for engineering projects, and shapes integrated engineering product and service and value chains with all strength, in a bid to move up the industrial chain and create substantial benefits for the real economy.

　　Depending on the high-level professional ability of engineering construction, MCC19 has three special-grade qualifications for metallurgical engineering, construction engineering and municipal public engineering EPC; grade-1 qualification for highway engineering, mechanical and electrical engineering EPC; grade-1 qualification for professional contracting of steel structures, bridges, road subgrade, foundation, fire-fighting device, building decoration, urban and road lighting, environmental protection engineering, etc.; class-A qualification for engineering design in metallurgical industry, municipal industry, construction industry (construction engineering and civil air-defense engineering), class-A qualification for engineering survey (geotechnical engineering), class-A qualification for survey, design and construction of geological disaster control engineering; special-grade qualification for steel structure manufacturing. MCC19 has obtained the European Union steel structure certification certificate, passed the “Three-Standard Management System” certification integrating quality, occupational health and safety and environmental management, and achieved the “AAA” bank credit rating.

　　MCC19 builds development strength through its six business systems. It has successively participated in the construction of key metallurgical projects in China, such as Panzhihua Steel, Wuhan Iron and Steel, Baosteel, Kunming Iron and Steel, Han-Steel and JISCO. MCC19 has excellently completed the construction of overseas metallurgical projects, including the project of Formosa Ha Tinh Steel Corporation, nickel-cobalt mine project in Papua New Guinea, OBI island nickel-iron project in Indonesia, iron mine project in Taliabu Island, Alliance Steel project in Malaysia-China Kuantan Industrial Park (MCKIP). It has undertaken transportation projects including the Yunyang-Kaizhou Expressway, Yunnan-Yongmeng Expressway, Chengdu-Chongqing Expressway, Beijing-Zhuhai Expressway (now renamed as Beijing-Hong Kong-Macao Expressway), Guizhou-Zunsui Expressway, Chengdu Second Ring Road reconstruction project, station infrastructures of Panzhihua South Railway Station, Luzhou Airport Road, MR125 Road in Namibia; municipal works and house building projects including the Shenzhen Universal Building, DEC Post-Disaster Off-Site Reconstruction Plant, Yinchuan Sanshayuan Community, Fangchenggang Art Center, Assistance to Afghanistan Kabul University; green environmental protection projects including Sichuan Liangshanzhou wind power tower tube manufacturing, Lanzhou Yongdeng photovoltaic power generation, Sichuan Yuechi Sewage Treatment Plant, Shenzhen Guanlan River treatment, Chengdu Hi-tech Zone Lvzhou Central Park; as well as rail transit and underground space projects including Chongqing rail transit overhauling rescue passageways, underground comprehensive pipe gallery in Chengdu, Kunming, Shenyang, Zhongshan and other cities. MCC19 has fulfilled its solemn commitment of “Western Pioneers Reassure China” and “Western Pioneers Reassure All Owners”.

　　MCC19 improves employees’ happiness index to promote common progress, and provides platforms and opportunities to employees for fast growth. It owns 13 national, provincial and municipal level skill master studios, and serves as a postdoctoral innovation practice base in Sichuan Province and a pilot zone for prior talent development in Panzhihua City. 　　MCC19 enhances the market competitiveness with the technological innovation ability. It is always committed to the independent R & D and innovation of construction technology and process. It owns 1,115 valid patents and 250 invention patents. It has edited and participant in compilation of 11 national, industrial and local standards, and 112 construction methods at the national, provincial and ministerial level or above. MCC19 has six internationally advanced scientific research achievements, 67 domestically advanced achievements and 40 domestically advanced scientific research achievements. It owns two postdoctoral workstations, three provincial-level scientific research platforms and five enterprise-level scientific research platforms, and has passed the national high-tech enterprise certification. Ten projects undertaken by MCC19 have been awarded the China Construction Engineering Luban Prize at home and abroad, including the blast furnace and rail beam plant production lines of Panzhihua Steel, Baosteel, Wuhan Iron and Steel, DEC Post-Disaster Reconstruction, Chengdu Second Ring Road, Luzhou Airport Road, Formosa Ha Tinh Steel Corporation, MCKIP iron and steel project and Indonesia nickel iron project. Also, MCC19 has built hundreds of national and provincial (ministerial) high-quality projects nationwide, which have won many national and local awards, such as the National Advanced Construction Enterprise Prize, National Labor Day Prize, National Model Labor Relations Harmonious Enterprise Prize, National Excellent Construction Management Enterprise Prize, TianFu Cup Prize and Chutian Cup Prize. Meanwhile, MCC19 has been listed in the Provincial Qualified Quality and Safety Demonstration Enterprise and National Trustworthy Project Quality Enterprise, and has been awarded the title of Provincial Honoring Contracts and Trustworthy Enterprise for 19 consecutive years.

　　MCC19 highlights its social responsibility with its “original intention” and “mission”, and takes poverty alleviation and education as an important part in its efforts to perform the purpose and consciousness and take social responsibility actively. It has dispatched Party members and cadres to take a temporary post and train themselves, act as the first secretary of the village where they are and carry out the supporting education training at the frontlines of poverty alleviation such as Tibet, Guizhou and Sichuan, and has trained more than 2000 people in regions inhabited by ethnic groups. In the poverty alleviation through skills, the champion employee of the welding project of the World Skills Competition has stimulated the endogenous power of the poor people with the spirit of World Skills Competition, and trained more technical experts for poverty alleviation work in Liangshan Prefecture, Sichuan Province, helping to realize the goal of “training one person to enable him/her to find a job and get his/her household rid of poverty”. In the “ore core” program of China Minmetals Corporation, China MCC19 Polytechnic School provided tuition and living allowance to 13 counties (districts) of Liangshan Yi Autonomous Prefecture, Sichuan, and organized students of Liangshan Yi Autonomous Prefecture to receive three years of secondary vocational education for free in the school. MCC19 has also made it its mission to achieve poverty alleviation through local infrastructure construction and industry. It has completed the construction of houses, village roads and agricultural facilities in minority areas, solved the problems of transportation, production and living water difficulties faced by villagers, and invited experts to hold agricultural technical training to help farmers complete the engrafting and improving of 40,000 walnut plants covering an area of 2,000mu (1mu=666.667m2).

　　II.Introduction to major Branches and Subsidiaries

　　(I) Chongqing Branch

　　As an important pillar of operation core of Sichuan and Chongqing regional market and an operation center in the southwestern China of MCC19, Chongqing Branch is involved in various fields, such as urban infrastructure construction, municipal works, metallurgy, chemical industry, house building, steel structure and transportation, and has successfully entered the high-end market of capital construction projects. It has undertaken many construction tasks, including the Surgery Building of ChongGang Hospital , Wanzhou sewage treatment pipeline project, 10,0000-m2 students’ dormitory of Southwest Jiaotong University, Kaizhou-Yunyang Expressway, Chongqing-Guizhou Expressway, Chongqing-Changsha Expressway, Chongqing-Yichang Expressway, Painting Workshop of Southwestern Aluminium Fabrication Plant, Chongqing Western Modern Logistics Industry Zone and Yongchuan Gangqiao Industrial Park. Chongqing Branch, with a good bank-enterprise cooperation relationship, has been granted AAA credit rating by China Minsheng Bank and has maintained a sound credit cooperation relationship with Chongqing Commercial Bank, China Construction Bank and Huaxia Bank. It is an important financial operation platform of MCC19 at present.

　　(II)Sichuan Branch

　　Sichuan Branch is the main force and important pillar of the operating core strategy of MCC19 in Sichuan and Chongqing regional market. It is established for the purpose of strengthening and exerting the brand influence and localization advantage in the southwestern China, especially in Sichuan. Sichuan Branch, registered in Tianfu New Area, Sichuan, is functionally positioned at the project construction business and focuses on the house building projects, municipal public works, highway projects, green environmental protection projects and other professional fields. It has undertaken various projects, such as Tianfu New Area Road Network Project, temporary dwellings in Jianyang, connecting line PPP project in Shizhong, Yuechi PPP project in Guangan, MCC Tianfu Building Project, Foxconn Shangheyuan Housing for Talents Project and Panzhihua Gangcheng Building.

　　(III)Nanjing Branch

　　Nanjing Branch, as an operating center of MCC19 in the Yangtze River Delta, enjoys a good geographical location. Its business scope mainly includes the maintenance market of Meishan Iron and Steel and Nangang Iron and Steel, the construction market of Rizhao, Linyi and Qingdao in Shandong, the construction market of JISCO in northwestern China and Lanzhou, and the overseas construction market in Indonesia and Myanmar. Nanjing Branch, unswervingly implementing the strategy of “reform and innovation, structural transformation”, plays a good role as the guardian in place of the metallurgy market stock and special-grade qualification for smelting of MCC19, the overseas market pioneer and forerunner in structure transformation of branches and subsidiaries. Nanjing Branch strives to build itself into an integrated subsidiary which owns a stable market sources, stronger competitiveness and covers the llurgy, municipal works, housing, environmental protection and other industries.

　　(IV)Shenzhen Branch

　　As an operating center of MCC19 in Guangdong-Hong Kong-Macao Greater Bay Area radiating the ASEAN, Shenzhen Branch is entitled to the scope of contracting specified under the grade-1 qualification for house building project EPC (excluding grade-3), grade-1 qualification for municipal public works EPC (excluding grade-3), grade-1 qualification for professional contracting of steel structure project and grade-1 qualification for professional contracting of highway subgrade project. In Shenzhen, it has set up rebar, metal structure, construction template processing and mechanical repair and other production bases, and has steel structure processing plants up to 8000 square meters. Shenzhen Branch has undertaken many municipal works, house building highway projects, and such as Guangzhou-Shenzhen Expressway, Shenzhen Universal Building and Shatoujiao Water Plant; steel structure processing and installation projects, such as SG Ultra-thin Deep Processing Plant, APCI (Guangzhou) Gas Products Plant (SAP) and South International Plaza; as well as some large-scale earthwork and soft foundation treatment projects including Window of the World and Yantian Port Logistics Center.

　　(V)Shanghai Branch

　　Shanghai Branch is a regional branch established by MCC19 under the background of China implementing the strategy of “the Yangtze River Economic Belt”. It is operating in the eastern China market, including Jiangsu, Zhejiang, Shanghai and Anhui, as the core area. Moving towards a new development direction of taking emerging industries and complex projects, Shanghai Branch keeps a foothold in large area, seeks for major customers and expands a big market. It has undertaken some projects in Jiangsu, Anhui, Henan, Chengdu, among others, including Pengzhou Holy • Xinghaiwan North Area Project (Xinghai Mingmen), Puyang Trunk Highway PPP Project in Henan, Anyang Temporary Dwelling Project and survey and EPC of shantytown reconstruction in Houcheng Village, Zhanhe District, Pingdingshan, demonstrating its strong technical advantages and management strength in the industrial parks, highway projects, municipal public works, civil construction and other areas.

　　(VI)International Engineering Branch

　　International Engineering Branch, a branch of MCC19 engaged in construction of overseas smelting, house building, road and bridge, municipal public works, steel structure, pipeline, mechanical and electrical installation and other projects, has the license qualification for contracting foreign projects and class-A enterprise operating qualification for foreign aid projects. It is a member of the China International Contractors Association. International Engineering Branch has successively undertaken the construction of Duda lead-zinc mine project in Pakistan, Ramu nickel-cobalt project in Papua New Guinea, electric furnace steelmaking project in Bangladesh, MR125 road project in Namibia, Assistance to Afghanistan Kabul University project, CGN uranium mine and sulfur-acid production project in Namibia. It has business presence in markets of more than 20 countries and regions, including Indonesia, Saudi Arabia, Vietnam, Papua New Guinea, Namibia, Peru, Pakistan, Bangladesh, Russia, Mongolia, Tanzania and Malaysia.

　　(VII)Wuhan Branch

　　Wuhan Branch, as an operating center of MCC19 in central China, is the largest branch of MCC19 at present. It boasts the construction ability to undertake super high-rise annexed buildings, large-span industrial factories, large-scale civil works, large equipment installation, municipal road construction, large steel structure fabrication and installation and residential houses. Having successively participated in metallurgical projects of 18 steel companies such as Wuhan Iron and Steel and Echeng Steel, as well as road and bridge, municipal nationwide, Wuhan Branch has developed into a large-scale construction enterprise which integrates diversified businesses covering metallurgical construction, housing construction, municipal construction, pipeline construction, foundation, equipment leasing, building materials production and sales. It becomes a strong and experienced main construction force with sophisticated technology and equipment in Wuhan, and also a leading enterprise in the construction industry in Qingshan District.

　　(VIII)Yunnan Branch

　　Yunnan Branch serves as an important pillar of MCC19 to play the role of outpost and bridgehead in China’s southward development. With the strategic adjustment and transformation development, it has transformed from single metallurgy industry into the chemical industry, nonferrous metal, civil construction, roads, bridges, urban underground space (civil air defense, comprehensive pipe gallery) municipal works and other fields. Based in Kunming and radiating prefecture-level cities, Yunnan Branch has undertaken KISC No. 6 blast furnace ironmaking, hot strip rolling, galvanizing and coating plate, 140t/h dry quenching and other projects, as well as Yuxi civil air defense project, shantytown renovation project in Zhoushui, Honghuagang District, Zunyi, Zhaotong Downtown Passenger Station main works, Chunyu Road restoration and upgrading and comprehensive pipe gallery project in Kunming, Yunnan Yongde (Lianzi Bridge)-Gengma (Mengjian) Expressway project.

　　(IX)Guangxi Branch

　　Guangxi Branch is established by MCC19 to constantly strengthen and leverage its brand influence and localization advantage of projects in the Beibu Gulf-ASEAN region, especially in Guangxi and overseas. It is functionally positioned at “strengthening Fangchenggang, consolidating Nanning, facing coastal area and radiating ASEAN”. Focusing on the project construction business, Guangxi Branch is specialized in professional fields such as the house building projects, municipal public works, highway projects, green environmental protection project, highlighting the development and construction of overseas markets in the Beibu Gulf. It has successively undertaken a number of construction tasks, including Guangxi Shenglong Graphite Alkenyl Marine Project, Fangchenggang Culture and Art Center, Fangchenggang Iron and Steel Base Steelmaking Project, MCKIP Alliance Steel (M) Sdn. Bhd. Steel Rolling Project.

　　(X)Northern Branch

　　Mainly relying on Shandong Taishan Iron Steel Group Co. Ltd. and Rizhao Steel Holding Group Co., Ltd., Northern Branch is engaged in metallurgical capital construction and specialized in metallurgy, chemical industry, nonferrous metals, civil construction, highway, municipal works and other fields, with its construction footprint throughout Shandong, Liaoning, Guangdong and Hebei, among other provinces and cities. Northern Branch has undertaken various construction tasks, such as the new 2 x 480m2 sintering machine project of Shangdong Laigang, 1.22 million-ton iron production line project and supporting facilities works of Wugang Zhongjia Steal Co., Ltd. , EPC of preparation of alkaline material for sintering pellets emissions reduction and environmental desulfurizer of Shougang Jingtang United Iron & Steel Co., Ltd., 600 sintering machine desulfurization project of Yingkou Zhenhua Logistics, thus laying a solid foundation and support for MCC19 to expand market in northern China.
